Today, AT&T announced surpluses in many organizations throughout Illinois and across the United States. Many of the job cuts will affect employees represented by the International Brotherhood of Electrical Workers Local Union 21 (IBEW 21) as well as other members in the IBEW System Council T-3 (SCT-3).
The announced layoffs affecting IBEW 21 members are as follows:
128 Service Representatives, WESLAC- 225 W. Randolph, Chicago
3 Technical Associates, WESLAC- 225 W. Randolph, Chicago
1 Technical Specialist, WESLAC- 225 W. Randolph, Chicago
24 Customer Advocates (SRV) - Global Customer - 225 W. Randolph, Chicago
1 Technical Associate Global Customer - 225 W. Randolph, Chicago
3 Computer Attendants - Global Foundational Services - 225 W.Randolph, Chicago
4 Provisioning Specialists - Field Operations & Care - 225 W. Randolph, Chicago
2 Engineering Assistants - Construction and Engineering - 65 W. Webster, Joliet
8 Global Services Zone 1 (Chicago Suburban)
5 Global Services Zone 2 (Springfield & Moline)
Most of the employees affected by the AT&T announcement met with management on Friday December 12 to review their SIPP packages and related surplus information.
Article 30 of the 2013 IBEW Collective Bargaining Agreement with AT&T governs all AT&T surplus declarations except those members working under Legacy T agreements who fall under their respective terms of the 2013 agreement.

WESLAC -225 W. Randolph - Chicago
Within the Finance Department at AT&T, management informed IBEW 21 Leadership they intend to close the WESLAC office at 225 W. Randolph in Chicago. The work is being moved out of Illinois.
This closure will affect 128 people in the Service Representative title, 3 Technical Associates, and 1 Technical Specialist.
Global Customer Service Department - 225 W. Randolph – Chicago
The AT&T Global Customer Service Department will cut jobs at 225 W. Randolph in Chicago, 24 Customer Advocates (SRV) and 1 Technical Associate will be surplused.
Global Foundational Services - 225 W Randolph - Chicago
In Global Foundational Services the department at 225 W. Randolph in Chicago will close.
This work will be moving to 2305 Sanders Rd. in Northbrook IL. The move will affect 3 Computer Attendant employees at the Chicago location.
Field Operations & Care - 225 W. Randolph - Chicago
The Field Operations & Care Department at 225 W. Randolph in Chicago will close. The remaining 4 Provisioning Specialists will be surplused.
IBEW Local 21 Representatives have been at 225 W. Randolph in Chicago representing our members at this very difficult time. We have been fielding questions and getting answers for all members that have been affected by this horrible news.
Construction and Engineering - 65 W. Webster – Joliet
The Construction and Engineering Department at AT&T announced the surplus of 2 Engineering Assistants at 65 W. Webster in Joliet, Illinois. An IBEW 21 representative will be in Joliet to answer any questions that arise from this announcement.
Global Services – Zone 1 (Suburban), Zone 2 (Springfield & Moline)
The Global Services Department announced the surplus of 13 journeymen. This will affect 8 employees working in Zone 1 Suburban, and 5 in Zone 2 the Springfield- Moline Area.
Technical Associate General Voluntary SIPP Offer
Consumer – Chicago Grace Street & Rock Island
AT&T also announced a General SIPP offer is being offered to employees in the Technical Associate Title within the Consumer Organization. These employees are located at 2401 W Grace in Chicago and at 635 18th St. in Rock Island, Illinois.
This is a voluntary offer. The maximum number of employees eligible to take the general SIPP at Grace Street is 4 and 2 in Rock Island. All members will have the opportunity to apply for the general SIPP by December 26, 2014 to help offset these surplus announcements.
Telecommunications Specialist - General SIPP Offer
10 S. Canal - Chicago
AT&T also announced a General SIPP offer is being offered to employees in the Telecommunications Specialist title working at 10 S. Canal in Chicago.
This is a voluntary offer open to maximum of 6 employees at 10 South Canal. All members will have the opportunity to apply for the general SIPP by December 26, 2014.
Telecommunication Specialists - General SIPP Offer
311 W. Washington - Chicago
AT&T also announced a General SIPP offer is being offered to employees in the Telecommunications Specialist title working at 311 W. Washington in Chicago in the Global Network Provisioning Department.
This is a voluntary offer open to maximum of 3 employees at 311 Washington.
