IBEW - AT&T Chicago Grace Street Call Center Article by Article 2023 Tentative Agreement Highlights

May 25, 2023 - This update contains information on changes made to the articles, appendices, memorandums and letters in the IBEW System Council T-3 (SCT-3) - AT&T four-year tentative agreement covering employees working for the company at the Chicago Grace Street Call Center. If you have any questions, please do not hesitate to ask your IBEW representative.

Your IBEW bargaining team approves of the proposed agreement and is recommending that you vote YES on the ballot that has been sent to your home address on file.

Article 12 - Hours of Work

  • Add Section F:  If, during the period for which schedules have been established, the company determines the need for mandatory overtime, the employee will not be assigned to work mandatory overtime in excess of eight (8) hours per calendar week, subject to the exceptions outlined below:

    In case of emergency – such as an event of national, state or local importance, fire, explosion, pandemic, or other catastrophe, severe weather conditions, major network or equipment failure, or an act of God.

Article 19 - Basis Of Compensation

  • New Language in Section 3: Excluding any employee working an alternative schedule (e.g., where the employee is scheduled to work ten (10) hour shifts four (4) days per week), employees (except those exempt under the FLSA) shall receive one and one-half (1 ½) time their regular rate of pay for all time worked in excess of eight (8) consecutive hours within a workday or forty (40) hours within the workweek. Exchange-time or employee requested in-week schedule changes (e.g., life happens) will be excluded from the daily one and one-half (1 ½) times rate of pay calculation. For the sole purpose of computing the number of hours worked in excess of eight (8) consecutive hours within a workday of forty (40) hours within a workweek, paid Holidays, Company Paid Union and Excused Days With Pay (EWP) shall be considered time worked. Nothing herein shall act to limit a one and one-half (1 ½) times regular rate of pay for all time worked in excess of forty (40) hours within the workweek.

  • Section 6.  c.  removed “and Designated” clean up for Article 23 change

Article 23 - Holidays

  • Added Martin Luther King Day and Juneteenth Holidays and removed One Designated Holiday.  Net gain of 1 additional paid holiday starting in 2024

Article 24 - Excused Days With Pay

  • Section 1.  Upon Hire, each regular employee will be eligible for two (2) Excused Days With Pay.  Following the first three (3) months of completed service with the Company, each regular employee will be excused to receive an additional Excused Day With Pay and shall receive a final Excused Day with Pay after six (6) months of completed service with the Company.  In total, no employee will earn more than four (4) Excused Days With Pay in a calendar year.

  • Dates Changed to May 20th, 2023 and May 21, 2027.

Wage Table Increases for Customer Care and Solution Associates and WFH title

General Wage Increases

  • Effective May 20, 2023 Basic Weekly Wage Rates will be increased by 5.00%.
  • Effective May 19, 2024, Basic Weekly Wage Rates will be increased by 3.00% Plus COLA.
  • Effective May 18, 2025, Basic Weekly Wage Rates will be increased by 3.00% Plus COLA.
  • Effective May 17, 2026, Basic Weekly Wage Rates will be increased by 3.00% Plus COLA.

Ratification Bonus

  • Members will received a $1,000 bonus if they approve the tentative agreement by June 23, 2023.

Letters of Agreement

  • Letter addressing Call Quality Observations-date changes and Company Name updated
  • Letter on the ability for employees to be part of the National Transfer Plan-date changes and Company name updated, DTV separated from NTP in language.
  • NEW Customer Care Associate Work From Home(WFH) title with $55 stipend for high speed internet
  • NEW letter on job commitment to hire at least 600 with at least 100 into WFH during the term of the agreement.
  • NEW letter for Employment Security Commitment (ESC) providing protection to the Customer Care Associate Title in event of a layoff or surplus
  • NEW MOA on personnel records, stating employees can review their records and notice shall be provided for discipline within a reasonable period.

Benefit Changes

Benefit Changes (Effective January 1, 2024)

  • Benefits will follow AT&T Midwest employees classified as 2017 New Hires in the 2022 IBEW System Council T-3 Contract.
  • Eligibility for Short-Term Disability benefits will begin at 6 months Term of Employment.
  • Paid Parental Time Off will provide two (2) weeks of paid time off for the birth or adoption of a child on or after January 1st, 2024.
  • Company Subsidy for Medical, Dental and Vision begins on Date of Hire as long as enrolled within 31 days.
  • The Medical Program levels of coverage will change from four tiers (Individual, Ind. +Child, Ind. +Spouse, and Family) to two tiers (Individual and Family).
  • New medical and prescription drug Fertility Services, as described in the SPD.
  • Coinsurance for Medical Option 2 reduced from 20% to 10% for Network/PPO and from 60% to 50% for Non-Network/Non-PPO.
  • New Medical Option 3 provides same Medical Program coverage with different Cost Sharing structure. Coinsurance at 30% for Network/PPO and 50% for Non-Network/Non-PPO.
  • Dependent Children eligible to participate in Dental, Vision and Life Insurance coverage until the End of the Month they reach age 26, regardless of marital status.
  • Cost Sharing changes to Medical, Dental, and Vision as follows:
