AT&T Announces SIPP Offers

Friday, June 15, 2018 (11:20 a.m CST) – Today AT&T officials announced the company is going to surplus four (4) employees in Illinois and offer a General SIPP to employees working in Illinois and Northwest Indiana. The announcement will affect employees represented by the International Brotherhood of Electrical Workers Local Union 21 (IBEW21). 

Prior to the announcement, AT&T contemplated making deep cuts in the TFS, U-Verse and Central Office organizations.  With the Time Warner merger being approved your Union leadership saw an opportunity to lessen the impact of the pending announcement and entered into both formal and informal conversations regarding possible scenarios and their effects.  As a result hundreds of jobs were taken off of the chopping block.  We are continuing to work to protect as many jobs for as long as we can in the rapidly changing industry in which we work.

Voluntary Separation Packages - VSIPP

Voluntary Separation Packages (VSIPP) are available to eligible employees who are not affected by today’s surplus announcement as defined in Article 30.43 of our AT&T contract. If you would like to save the job of someone whose position is at risk, please consider turning in your VSIPP application today. If you are interested, contact your manager.  You must electronically file for a VSIPP by 5 p.m. (CST) Wednesday, June 20, 2018.

The announced surplus affecting IBEW 21 members are as follows:

1 - Marketing Support Specialist - Oak Lawn
1 - Technical Associate - Tinley Park
2 – Technical Specialists – Chicago, 255 W. Randolph

National Transfer Plan

All IBEW 21 members are eligible to use the IBEW National Transfer Plan (NTP) to apply for additional IBEW positions.  There may be job opportunities in the Grace Street Call Center or in IBEW SCT-3 positions that were bargained in the 2016 AT&T DirecTV agreements. The out of region states are: Arizona, Colorado, Hawaii, Iowa, Idaho, Minnesota, Nebraska, Montana, Pennsylvania North Dakota, South Dakota, Utah, Washington and Wyoming.

General SIPP offers - Telecommunication Specialist & Customer Systems Technicians

A General SIPP is being offered to the following departments.

Telecommunication Specialist - TFS

A General SIPP is being offered to Telecommunications Specialists in the following RCAs: Chicago/NW Indiana and North Suburban.

The deadline to turn in your paperwork to accept a General SIPP is 5 p.m. (CST) Friday, June 29, 2018.

Customer Systems Technician – TFS - Business Services

A General SIPP is being offered to TFS Business Services Customer Systems Technicians in the following RCAs: Chicago/NW Indiana, South Suburban, RCA 2 and RCA 4.

The deadline to turn in your paperwork to accept a General SIPP is 5 p.m. (CST) Friday, June 29, 2018.

Customer Systems Technician – TFS

A General SIPP is being offered to all TFS Customer Systems Technicians.

The deadline to turn in your paperwork to accept a General SIPP is 5 p.m. (CST) Friday, June 29, 2018.

IEFS/U-Verse – Dispatchers Voluntary Layoff Allowance

A layoff has not been declared.

IEFS/U-Verse Dispatchers can volunteer to leave the Company with a layoff allowance in accordance with Article 7.04 of Appendix C. This offer is available to Dispatchers working in Des Plaines, Chicago, Northlake, Antioch, Westmont, Cary, Rockdale, and Alsip.

Dispatchers need to contact their manager to complete a required Voluntary Layoff Request.  It must be completed by Friday, June 29, 2018, 5:00 pm CST. Your decision to leave the payroll is irrevocable after Friday, June 29, 2018, 5:00 pm CST

If accepted your last day on payroll will be Friday, July 6, 2018.  There is no guarantee that all volunteers will be approved.

IEFS/U-Verse – Premises Technician Voluntary Layoff Allowance & NTP Transfer

A layoff has not been declared.

Premises Technicians are being afforded the opportunity to voluntarily apply for open positions in the IBEW Transfer Plan (NTP) and are also being offered a voluntary layoff allowance for those Premises Technicians who want to leave AT&T.

Voluntary Layoff Allowance

Premises Technicians can volunteer to leave the Company with a layoff allowance in accordance with Article 7.04 of Appendix C.

Premises Technicians need to contact their manager to complete a required Voluntary Layoff Request.  It must be completed by Friday, June 29, 2018, 5:00 pm CST. Your decision to leave the payroll is irrevocable after Friday, June 29, 2018, 5:00 pm CST.

If accepted your last day on payroll will be Friday, July 6, 2018.  There is no guarantee that all volunteers will be approved.

National Transfer Plan

IBEW 21 Premises Technicians are encouraged to use the IBEW National Transfer Plan (NTP) to apply for open positions.  You can use the information in the NTP to find states that have open positions.  You must submit your NTP application by June 29, 2018, 5:00 pm CST.

Premises Technicians who are offered and accept a Premises Technician position through the NTP on or before July 6, 2018, 5:00 pm CST may be eligible to receive a $5000 relocation allowance paid in two increments, $2500 after reporting to the new location and $2500 paid after six months of employment at the new location.  The relocation allowance will be paid at the discretion of the Company on a case-by-case basis dependent upon the number and location of NTP applicants. Normal NTP process rules apply for placement.

AT&T management will review all volunteers and discuss with IBEW 21 representatives which volunteers will be accepted. Management may require a volunteer to be backfilled through force adjustment before being accepted.

Premises Technician & Dispatcher Layoff Allowance

Please note that Appendix C Article 7.04 was changed during 2017 bargaining; additional allowances for years of service were added.  See change here (Slide 66).

0 – 12 months layoff allowance equals one week of pay.
13- 24 months layoff allowance equals two weeks of pay.
25- 47 months layoff allowance equals three weeks of pay.
48 – 71 months layoff allowance equals four weeks of pay.
72 – 95 months layoff allowance equals five weeks of pay.
96 or more months layoff allowance equals six weeks of pay.
